IREX is seeking a qualified and experienced Finance & Operations Manager candidate for its IREX El Salvador programs. This position will report to the Chief of Party and will ensure smooth finance and operations of IREX office
Requirements:
-Bachelor’s degree in accounting, finance, or business
-Minimum 7+ years of progressive job experience or a masters’ degree and 6 years of experience
-Knowledge and experience managing office financial and administrative environments and El Salvador local tax and reporting process
-Experience working with US government grants and/or with NGOs in finance and administration
-Experience supporting implementation of HR processes and procedures and establishing and improving finance and compliance structures and processes
-Experience in training and/or mentoring others on finance and compliance and making finance and compliance concepts and needs tangible for individuals from different backgrounds
-Experience managing financial processes related to other countries within the region or outside El Salvador is a plus
-Proven experience managing multiple complex programming in a demanding, time-sensitive work environment
-Demonstrated technical knowledge related to effective financial and operational management and ability to track and manage budgets and plan both strategically and creatively to meet project?objectives
-Strong problem-solving skills and demonstrated flexibility to meet program outcomes
-Proficient in Microsoft office products with advanced skills using Excel and other finance and accounting software including QuickBooks
-Proficiency in English and Spanish required
-Ability to consistently provide high quality work, maintaining accuracy and attention to detail
-Ability to work under minimal supervision and adapt to new program activity requirements and help others to stay on track
-Ability to train finance staff in standard operating procedures and organizational policies
-Ability to communicate and manage tasks across different cultures
-Must demonstrate valid proof of unrestricted authorization to work in El Salvador
Your Daily Tasks:
-Manage office facilities, leases, and maintenance and office insurance, including issuing requests for proposals
-Liaise with local legal representatives
-Manage general office administrative support and procurement processes, including issuing requests for proposals up to $150k
-Primary point of contact for IREX El Salvador and external financial audits
-Supports IREX in new proposal development processes in El Salvador or inputs for the region
-Maintain financial systems, including internal controls and funds management
-Ensure transactions are accurately recorded and reported in QuickBooks
-Establish and improve finance coordination and reporting systems for project operations
-Prepare monthly, quarterly, and annual financial reports and transaction reports
-Submit monthly financial reports to senior staff and required local government reports and review tax reconciliations
-Determine appropriate payment methods, prepare budgets and forecasts for awards, activities, and shared office costs
-Prepare project financial forecasts and assist with budget management and analysis
-Manage and/or prepare the monthly wire request sent to HQ
-Monitor active accounts to ensure accurate records of projects’ funds
-Approve new vendors, payments, reconciliations and petty cash, reconciliation of bank statements and accounts
-Manage and/or prepare expense reports for IREX El Salvador office and project staff
-Review monthly payroll and VAT reimbursement reporting documentation
-Ensure compliance with IREX policies, US Government regulations, and Government of El Salvador requirements related to funds accountability, operations, local labor laws, AML, and taxes
-Maintain contact with local corporate lawyers to ensure compliance with all applicable laws and regulations
